Baltimore & Potomac Tunnel Replacement Program

• Project Description

  The Baltimore and Potomac (B&P) tunnel, located in Baltimore, is the oldest tunnel Amtrak inherited on the Northeast Corridor (NEC). The existing 1.4-mile tunnel connects Baltimore’s Penn Station and West Baltimore MARC stations and suffers from a variety of age-related issues. These require excessive costly maintenance to maintain safe operations. The B&P Tunnel Replacement Program includes the construction of a new twin tunnel system named after Maryland native and abolitionist Frederick Douglass.  Other key elements include new and improved rail tracks, a new ADA-accessible West Baltimore MARC Station, 5 new bridges, roadway reconstruction at several locations along the corridor, and modern fire/life safety systems.   Assedo Consulting leads the engagement efforts and is implementing a comprehensive outreach strategy. The outreach team is responsible for keeping elected officials, state and local government officials, and community leaders updated on Program activities, including the communication related to the Community Investment Program(CIP).
