The Baltimore and Potomac (B&P) tunnel, located in Baltimore, is the oldest tunnel Amtrak inherited on the Northeast Corridor (NEC). The existing 1.4-mile tunnel connects Baltimore’s Penn Station and West Baltimore MARC stations and suffers from a variety of age-related issues. These require excessive costly maintenance to maintain safe operations. The B&P Tunnel Replacement Program includes the construction of a new twin tunnel system named after Maryland native and abolitionist Frederick Douglass. Other key elements include new and improved rail tracks, a new ADA-accessible West Baltimore MARC Station, 5 new bridges, roadway reconstruction at several locations along the corridor, and modern fire/life safety systems.
